My cpu gadget is showing 0% ram usage but clearly it is not 0%.
I've also noticed that it is saying 2047MB of memory (the sidebar) when actually I have 2.99GB of memory

I am using 3.1.0 version of the Sidebar...

try re-installing theres definitly a registry issue there!

older versions won't work because of the weather gadget..
so it is useless to try if you are connected to the internet I think
if not you can try..
